We only add a state once we've found a genuine public data source from its wildlife agency — a live API, or at minimum a real structured export we can import. Some states simply don't publish stocking data in a usable form yet.
We look for states with a solid public stocking data source — ideally a real API like Florida's, or a structured export like Tennessee's. States with only PDF reports or no public data at all get skipped until that changes.
